Of course, the state of North Carolina has to do its part first. As of Fall 2023, state regulators were finalizing rules for sports betting and had not yet begun the process of accepting license applications. Given that state law allows up to 12 North Carolina betting apps to operate, a launch on Jan. 8 seems increasingly unlikely.
But once the state begins granting licenses, it may allow approved sportsbooks to allow preregistration for customers in North Carolina, even though they can’t legally wager until launch day. The apps may also make available special preregistration promo code offers that are different than the welcome offers extended to customers who sign up after launch.
